There are millions of children around the world who are in schools but learning very little. Measuring outcomes and holding the entire systems accountable for change is critical to achieving the SDG.
Parents have voted with their feet and research has shown early evidence that often private sector schools can deliver higher quality learning at lower cost.
Education leaders need to focus on implementation including using monitoring systems, setting up data feedback loops, and enforcing routines to routines to track and achieve outcomes.
